P R O J E C T  

U P D A T E:

I hope that many of you may have noticed the works going on at the Parish Playing Fields (if you didn't already know!); and that both children and adults, are excited about what is to come.

The project is well under way and the surfaced pump track is nearing completion. Weather permitting, this week - grass turfs will be laid. We do not yet know when it will be possible to open this great new community asset; whilst the other works are in progress. Some things are well beyond our control - such as the weather!

We ask that you please be patient; and respect that it will be open to all as soon as it is safe to do so. The multi-use games court area is also coming along nicely, with the fencing due to arrive before the end of this week. 

If it is possible to open the track before the court - the Parish Council will endeavour to do this. Here are a couple of photos of what is to come...

Tamar Catchment - Invasive Non-Native Species Questionnaire

The Tamar Valley National Landscape Partnership is seeking information on the presence and spread of Giant hogweed,Japanese knotweed, Himalayan balsam and American skunk cabbage in the wider river catchment.

As much of the recruitment of seeds or viable plant fragments wash down rivers, it is important to understand their extent in the wider catchment from which new invasive plants may enter the lower reaches of the river and estuary.

We are therefore looking for help in identifying where these four plant species are upstream and in what numbers. For this we need to tap the knowledge of local people and societies within the Tamar Catchment area and are looking for participants to share their information with us.

This up-to-date information will help to inform a feasibility study that has been commissioned for the possible development of a control programme.

Information about the four species of principal interest can be found at Plant Atlas 2020.

In completing the form, please indicate to which river valley or area the information relates.

Residents, businesses and organisations are being asked for their views on a new draft strategy aimed at improving the lives of Gypsy, Roma and Traveller communities in Cornwall.

A 12-week consultation on the draft Gypsy, Roma and Traveller Strategy opens today (Monday, January 29), with a copy of the strategy, including an easy read version, background information and a survey available to view on the Let’s Talk Cornwall website.

“The Council has a legal duty to ensure that Cornwall’s Gypsy, Roma and Traveller residents have equal access to services and facilities and are treated in the same way as the wider population.” said Carol Mould, Cornwall Council cabinet portfolio holder for neighbourhoods.

“However, as numerous reports have shown, these communities often find it more difficult to obtain employment and access health and social care, housing, education and other public services. This has led to significantly worse health and living outcomes for these residents.”

Although race is a protected characteristic under the Equality Act 2010, Traveller communities can also be subject to harassment and victimisation. A national survey carried out by Traveller Movement found that 91% of respondents had experienced discrimination and 77% had experienced hate speech or a hate crime.

Councillor Mould said: “We want everyone to feel safe and a part of their local community and are committed to addressing these inequalities by transforming Gypsy and Traveller provision in Cornwall. This means working with partners to improve the lives and homes of local Traveller communities and provide better outcomes.”

According to the Census, about 80% of those that identify as Gypsy or Irish Traveller and Roma in Cornwall live in bricks and mortar types of homes and 20% live in a caravan or other mobile or temporary structure.

The Council – through Cornwall Housing - currently manages three residential Gypsy and Traveller sites – Boscarn Parc (32 pitches), Wheal Jewel (24 pitches) and Foredown Parc (10 pitches) - and the South Treviddo transit site (15 pitches), as well as providing a range of other Gypsy, Roma and Traveller services. There are also a number of private residential sites across Cornwall.

“We have been working with partners to better understand the needs of Gypsy and Traveller communities across Cornwall,” said Councillor Mould. “This has resulted in the development of the draft strategy which will provide a cohesive and joined up approach for supporting and facilitating opportunities for Gypsies and Travellers in their daily lives and we now want to hear the views of all sections of our community on the plans.”

The draft strategy, which will cover a five-year period, has been developed in consultation with a range of Cornwall Council services, including education, regulatory services, public health, and the Council’s neighbourhoods and housing teams. The project team have also liaised with a number of external partners, including TravellerSpace, GPs, midwives, professionals working with Gypsies and Travellers, NHS, Devon and Cornwall Police and Safer Cornwall.

The draft strategy covers four key areas:

  • Celebrating Diversity – we recognise that there is a lack of knowledge and understanding of the culture and traditions of the Travellers and Gypsy community. We want to make Cornwall a welcoming place, where equality, freedom, fairness and opportunity are open to all.
  • Equality of Opportunity - many of the inequalities which Gypsies, Roma and Travellers experience relate to their ethnicity or nomadic lifestyle. These include education and employment opportunities. We are committed to improving access for children and young people to education, training and employment and improving Cornwall’s productivity and wages championing an inclusive, regenerative and equitable economy and advancing race equality.
  • Health and wellbeing – research shows that the Gypsy, Roma and Traveller Communities experience worse health and wellbeing outcomes than the general population. Although they experience worse physical and mental health, they are less likely to receive effective and continuous healthcare and often encounter challenges in registering with a GP surgery without a fixed address. Our aim is to reduce health inequalities and improve mental wellbeing
  • Homes - we recognise that Gypsies, Roma and Travellers generally see travelling as part of their identity, although they can choose to live in different ways. Housing issues contribute to many of the inequalities that Gypsy and Traveller communities experience and are frequently a source of tensions between travelling and settled communities. We believe that everyone should live in a “decent home” and need to ensure that there is a wide choice of homes available for all including our Gypsy, Roma and Traveller communities.

The deadline for comments is 5pm on Friday, April 26. All feedback from the survey will then be analysed and used to shape the final strategy which is due to be considered by the Council’s Cabinet in July.

The Community Chest gives small grants to not-for-profit groups across Cornwall.

Each Cornwall Councillor has a small grants budget to support projects in their area.

Grants can cover a wide range of activities.

Here are some examples:

  • Helping vulnerable children or adults
  • Helping young people
  • Providing facilities for older people
  • Supporting community facilities
  • Improving a community centre or village hall
  • Local environment projects
  • Helping to address community safety issues
  • Purchasing play and exercise equipment for community use
  • Public events, festivals and exhibitions.

pickme-up is operated by Holsworthy Rural Community Transport, a charitable organisation dedicated to providing flexible affordable transport services in and around Holsworthy since 2000. As a charity Holsworthy Community Rural Transport relies upon volunteers, grants, funding and sponsorship from local businesses to continue to provide this vital service.

In our rural community if you do not have access to your own transport it can feel isolating. Including the young, the elderly, and those with mobility issues, access to services and facilities is a very real challenge.

Morwenstow falls under zone 9.  Most trips for zone 9 are on Mondays & Fridays.

There have been instances in the past when patients google 111 online but then click (understandably) on the first option which returns on their google/search engine which can include access to clinical advice for which a charge is levied.

This is not NHS 111online which is completely free and there is never a charge, either by telephony or if you use the online service.

For Cornwall if a person did an online journey and the outcome was they needed to speak to a clinicians, then their details would drop into the local system here and the patient would be called back on the number they left online for contact. There is never any charge for this.

Sometimes people can inadvertently clicked on a paid for service, it's deceptive as they look remarkably similar.

The Gigabit Voucher scheme, which is run by the Department of Culture, Media and Sport (DCMS) will give every eligible resident £1,500 and every qualifying business £3,500 towards costs.

Following the sad news of the death of Her Majesty, Queen Elizabeth II – I am able to confirm the following arrangements in the Parish of Morwenstow so far.


There is much protocol to follow. There will be a book of condolence available in the Church of St Morwenna and St John the Baptist from tomorrow (10th September).


Cut flowers only (no wrapping or cellophane please) may be placed in the porch of the Church on the right hand side.


On Saturday 10th September; the Principal Proclamation will be made at St James's Palace. During this time the Union Flag will return to Full Mast from 11am that day until 1pm the following day.


On Sunday 11th September; following the County Level Proclamations. A Proclamation will be read at 6.15pm, at the Church by our Parish Council Chairman – Jonathan Hobbs.

Community Energy Plus - help with heating your home.

Community Energy Plus are the energy efficiency charity based in Truro and we are in partnership with Cornwall Council to help deliver the Sustainable Warmth grant. I enclose both our own and Cornwall Council’s leaflets which outline the grant for your information.

I am contacting you in the hope that you will include these leaflets on your website, newsletter and/or meeting places, so that your residents are aware there is help available to make their homes more energy efficient, which will also help reduce energy consumption, costs, and fuel poverty.

We are also anxious to identify and reach out to those living in properties which may be under-insulated and/or have inefficient heating systems. With that in mind, are you able to advise us of any specific roads where privately-owned housing stock may require upgrading, for instance, any housing estates built before 1990?

In addition, if you are aware of any community energy or environment groups, we would be grateful if you could provide us with their details in order that we may contact them directly so that news of the Sustainable Warmth grant reaches a wider audience.

MREA has the current award from Crimp Wind Power in its bank account.


The Objects of the Association are:-

      1. To provide financial assistance towards new projects based within the parish of Morwenstow for the benefit of the parish and parishioners; and

      2. To provide a source of funding towards emergency and contingency repair and maintenance of Morwenstow community assets for the benefit of the community.

We encourage interested and qualified organisations to apply for funds that comply with these objects.

The Association was founded in 2011 and since then has held ten annual grant rounds and awarded at least £2,400 each year. The parish so far has therefore benefited from the grand total of £27316.75, plus a further sum this year to be allocated.


The Association has another 15 years to run, so we invite anyone wishing to become a trustee to contact me or any of the other trustees expressing their interest.

Our defibrillator at Atlantic Horizons Camp Site at Eastcott Cross will be fitted shortly and we have chosen a date for the unveiling and Training Session on Wednesday 25th May at 7pm. The training session held by Jay's Aim, will be at our Camp Site and is an open invitation for all to attend if you wish to have the knowledge of how to use a Defibrillator and CPR. We would be grateful if you could PM me your interest for numbers attending. Please also share this event to others who have not got internet connection.

Dear Members

The latest round of elections has just taken place for the British Youth Council for Members of Youth Parliament. Three young people have been elected as Members and two as Deputies. They have been discussing how they would like to move forward in developing the voice of children in Cornwall and as such a Launch event has been planned for Saturday 30th April at New County Hall in Truro.

Hearing from children, young people and practitioners it is clear that for children’s rights including participation to be promoted and embedded in normal culture in Cornwall there needs to be a join up of current good practice and further development to create a robust, representative and cohesive network. At this time there are a number of formal and informal youth voice groups – parish councils, community groups, statutory groups and school councils. Working in partnership with Action for Children who deliver the Councils 11+ youth provision, wider voluntary sector partners, schools, community and parishes we would like to create the opportunity for young people across Cornwall to connect together as part of a larger Youth Council. These young people could already be part of another youth voice group and therefore represent that group, or they could just want to get involved for the first time with an interest in sharing their own and their peers views. This will not only create stronger and more connected and representative voice of children in Cornwall, but also reduce duplication and develop mechanisms directly between young people and decision and policy makers in the County.

We are at the early stages of the formation of this new way of working and therefore very much need your help to reach out to young people aged 10 – 18 and up to 25yrs with SEND (or organisations who work with young people) to let them know about this opportunity and support them where needed to take part. Having worked in the Voluntary Sector and Local Authority in Cornwall for the last 18 years, I know there is so much excellent child and youth engagement taking place. This is an opportunity to enable the views, wishes and feelings of children and young people in Cornwall to be meaningfully heard and acted on in a more cohesive and embedded way.

Attached is the invite for the Youth Council launch event, please feel free to forward this to any formal or informal youth groups in your area – the deadline for young people expressing interest is Monday 18th April. Help us fight loneliness.

We are Western Power Distribution (WPD), the electricity distribution network operator for the South West, South Wales and the Midlands.

We have teamed up with Localgiving to deliver our Community Matters Fund. After awarding £500,000 to support organisations combating fuel poverty over the winter, our second funding opportunity through this partnership has now launched. This fund will provide £500,000 to support charitable organisations in their response to people suffering with their mental health due to loneliness and/or social isolation.

The Community Matters Fund is looking to support projects addressing loneliness and social isolation that fit within the following themes:

· Delivering services to reduce loneliness and/or social isolation

· Delivering services to improve mental health caused by loneliness and/or social isolation

· Delivering educational activities focused on skills development and ongoing support to reduce loneliness and/or social isolation (e.g. digital skills, employability skills, life skills)

· Innovative approaches to combat loneliness and/or social isolation and its associated impact on mental health.

The programme is now live and accepting applications until 24th April 2022.

All applicants will be informed of the outcome of their application by 4th May 2022.

Projects must be delivered and funding spent by 31st December 2022.

Homes for Ukraine Information from Cornwall Councill

Dear Members

Cornwall like all other areas of the UK continues to be shocked and saddened by the harrowing stories of the war in Ukraine. Many of our residents have already provided practical support through the various national charities. Many of you, I know, will be receiving calls from residents asking how they can help the people of Ukraine and asking for further details of the schemes that are being set up by government to support those fleeing the conflict.

Following calls with government officials today, I wanted to give you an update on the schemes and reassure you that Cornwall Council will work proactively with government to see how we can best provide support for the people of the Ukraine and support the government’s initiative to offer hospitality to refugees, given the harrowing situation they are facing.

Whilst details are now emerging about the schemes that are being put in place, given the complexity of the situation and the fact that this is a fast moving situation, we will keep you updated in the coming weeks as we receive more details from government. We will also be providing regular updates on the Council’s dedicated webpage: Support for the people of Ukraine - Cornwall Council, and you may wish to share the attached list of charity contact details.

This scheme will open on Friday 18 March for visa applications from Ukrainians and immediate family members who already have named people willing to sponsor them. They do not need a family tie to take part in this scheme, but they must be sponsored by an individual or organisation in the UK.

So far more that 130,000 people across the country have registered for more information in the few short days since opening, which is brilliant news. You can record your interest as an individual or as an organisation (for example charity, business, community group). You can read details and FAQs first before recording your offer of support, and, once registered, you will be regularly updated as the scheme opens and develops. Some frequently asked questions are:

Who can apply to host a Ukrainian refugee?

People in the UK will be able to apply to host a refugee or refugees through the government website (homes for Ukraine) – link above.

You have to be able to host them in your own home or in another property, for at least six months.

Charities, businesses and community groups will also be able to apply.

Those offering to host a refugee will be vetted by the government and Ukrainian applicants will also undergo security checks before they are matched with a host.

The government says there will be no cap or upper limit on the number of Ukrainians who can come under this scheme.

Do you have to know the refugee you want to host?

No, you will not be required to know them in advance.

You don't have to name an individual or a family you want to host when you fill in the form. Once you submit it, you will be matched with Ukrainians who are seeking refugee in the UK.

It is not yet clear how and where the refugees wanting to come to the UK will be able to apply.

How will the scheme be funded?

Households in the UK will be offered £350 a month to open their homes to refugees.

The government has so far not specified whether this is the amount offered to hosts per refugee, but it is implied that this funding is per home offered.

Local authorities will also receive £10,500 in extra funding per refugee for support services, with more for children of school age.

What rights will the refugees have?

Ukrainians welcomed under the scheme will be eligible to work, access state benefits and public services for three years.

Sainsbury's, Marks & Spencer and Morrisons are among UK retailers who have offered to employ Ukrainian refugees.

The government has also said it will look at options to provide support to Ukrainian nationals who want to come to the UK with their pets.

Safeguarding

All accommodation offered will be subject to the relevant safeguarding checks and will be carried out at a local level on a case by case basis.

The Ukraine Family Scheme opened from 4 March, allowing applicants to join family members or extend their stay in the UK. It is free to apply and so far, approximately 5500 visas have been granted. Successful applicants will be able to live, work and study in the UK and access public funds. To apply to the Ukraine Family Scheme people must:

· be applying to join or accompany their UK-based family member; and

· be Ukrainian or the immediate family member of a Ukrainian national who is applying to the scheme; and

· have been residing in Ukraine on or immediately before 1 January 2022 (including those who have now left Ukraine

· There is a 24/7 free helpline +44 808 164 8810 (0808 164 8810 if you’re in the UK). If you cannot contact UK 0808 numbers, please use +44 (0)175 390 7510.

As Members and trusted leaders in your communities, you can help by sharing this information as widely as possible, and asking people who want to help to register their interest in Homes for Ukraine in the first instance, so that we can ensure that we are able to provide help to those in need as efficiently and effectively as possible. The Council will continue to liaise closely with Government to understand the number of residents interested in taking part in the scheme. We will not be keeping a separate data base of people offering accommodation and all offers should in the first instance be made through the government’s website.

Cornwall Trading Standards issues warning about home insulation scams

Scammers, some claiming to be from Cornwall Council, are cold calling residents with misleading claims about spray foam insulation, Cornwall Council Trading Standards team has warned.

Other cold callers are trying to sell residents unsuitable foam insulation products that could potentially do more harm than good.

Gary Webster, Fair Trading Team Manager at Cornwall Council said: “As energy prices are set to rise even further, many households are looking at ways to improve the energy efficiency of their home to cut bills.

“However, there have been recent examples of residents being cold called and offered spray foam insulation. Whilst the product itself can be a legitimate method of insulation, it is not suitable for every property, and can cause more harm than good if applied in the wrong circumstances.”

The technique uses expanding foam, sprayed between the rafters, either to the underside of the roofing felt or directly to the tiles or slates. It is often claimed to be a quick and easy solution to increase the insulation in a property or to repair leaks.

The foam only provides a stopgap solution and may cause problems in the long term. By covering parts of the rafters, it can trap dampness and makes the roof more vulnerable to decay. Any future internal inspection of the roof for maintenance or mortgaging purposes can be made more difficult. Spray foam insulation can also cost ten times that of other insulation measures.

Councillor Martyn Alvey, portfolio holder for environment and climate change at Cornwall Council, said: “We all need to be thinking about working towards a sustainable carbon neutral Cornwall and the recent focus on spiralling energy bills has made the need to properly insulate our homes an even bigger priority. However, as we all look for ways to improve the energy efficiency of our home to cut bills, we need to be wary of those trying to exploit for profit those of us trying to do the right thing. It’s important to seek out and follow the right advice.”

Community Energy Plus is a Cornish charity that provides free advice to people about energy efficiency. They continue to receive reports from residents who have been given the hard-sell for this insulation.

In one case, a consumer had received numerous calls from a firm trying to sell spray foam insulation. In an attempt to worry the householder, the salesperson claimed that the property didn’t meet ‘Government Standards’ for insulation. After stating that the work would cost around £8,000 – the caller claimed that they could offer a ‘special discount’ and reduced the cost to £5,000. The work was agreed and carried out the very next day. The property was a Victorian house, and the treatment was not in any way suitable.

In another case, the salesperson claimed to be calling from Cornwall Council and again tried to persuade the resident to agree to have spray foam insulation, despite it being completely unsuitable for the property. Luckily in this case the person sought advice and did not agree to the work.

Laura Tregonning, Senior Project Manager at Community Energy Plus, said “Spray foam insulation is a technology that is suitable in some situations, but careful advice should be sought before making a commitment. We’re Cornwall’s energy advice charity and would recommend that if anyone in Cornwall is contacted by a company offering this measure, that they should be on their guard and contact us on 0800 954 1956 before signing anything or paying a deposit.”

Things to think about when considering works to make your home more energy efficient:

  • Be wary where you are approached following a cold call. Whilst some businesses do legitimately use these methods to find new customers, we would always recommend doing your own research, including looking at independent online reviews.
  • Speak to reputable independent advisors, such as Community Energy Plus, to work out which energy efficiency measure is best for your home, the likely cost, and what funding you may qualify for.
  • When dealing with a business, make sure they tell you who they are and which source of grant funding they are intending to access. Challenge any vague statements which suggest they are ‘working for the Government’ or ‘working for the Council.’
  • Genuine installers will offer a fair price for the work. Whilst they may be prepared to be negotiate a little, it is important to be suspicious if a salesperson or ‘surveyor’ offers a very large discount.
  • There is no law that states that homeowners will be fined if they fail to make improvements to the energy efficiency of their home.
  • If consumers want to report a scam relating to energy efficiency, or would like further advice on their legal rights, they should contact the Citizens Advice Consumer Service 0808 223 1133.

Second scam warning:

Over 20K People Fell Victim To Remote Access Scams



More than £50 million was lost last year to scams where victims are tricked into handing over control of their computer or smartphone to criminals.


New data from Action Fraud, the national reporting centre for fraud and cybercrime, reveals that 20,144 people fell victim to scams where they were persuaded to grant criminals remote access to their device. Victims reported losing a total of £57,790,384 – an average loss of £2,868 per victim.


What are remote access scams

Remote Access scams will often begin with a browser pop-up saying that your computer is infected with a virus, or maybe a call from someone claiming to be from your bank saying that they need to connect to your computer in order to cancel a fraudulent transaction on your account. Regardless of the narrative the fraudster’s use, their goal is to steal your money or access your financial information by tricking you into allowing them to remotely connect to your computer.

Detective Chief Inspector Craig Mullish, from the City of London Police, said:

"While remote access tools are safe when used legitimately, we want the public to be aware that they can be misused by criminals to perpetrate fraud. We often see criminals posing as legitimate businesses in order to trick people into handing over control of their computer or smartphone.
“You should only install software or grant remote access to your computer if you’re asked by someone you know and trust, such as a friend or family member, and never as a result of an unsolicited call, browser pop-up or text message.”


How to protect yourself

  • Only install software or grant remote access to your computer if you’re asked by someone you know and trust, such as a friend or family member, and never as a result of an unsolicited call, browser pop up, or text message.
  • Remember, a bank or service provider will never contact you out of the blue requesting remote access to your device.
  • If you believe your laptop, PC, tablet or phone has been infected with a virus or some other type of malware, follow the NCSC’s guidance on recovering an infected device.
  • Protect your money by contacting your bank immediately on a different device from the one the scammer contacted you on.
  • Report it to Action Fraud on 0300 123 2040 or via actionfraud.police.uk. If you are in Scotland, please report to Police Scotland directly by calling 101.

Cold Callers - Cornwall


We have had reports of people calling door to door in residential areas selling household items and cleaning products etc, we would like to remind residents to remain vigilant when dealing with cold callers.
Whilst there is nothing at this time to suggest there is any criminality involved, unsolicited calls of this type can be unsettling or intimidating for many people.
If someone calls at your door wishing to sell something or promote a business or charity, you are under no obligation to buy or to even open the door and you should never invite someone selling or collecting door to door into your house.
A door chain or spyhole can help you decide if you wish to speak with the person before opening the door. Or, you could have a sticker or notice in your window stating you do not receive cold calls at your home.
If you see something suspicious, you are not happy about someone you have seen in your area, or you are concerned for a neighbour then please call us on 101 or email 101@dc.police.uk. Use 999 if urgent or you think a crime is being committed.

Winter wellbeing

Cornwall Council is reminding residents who may be concerned about rising energy prices that free and independent advice on fuel bills and home heating is available.

Together with partners including NHS Kernow Clinical Commissioning Group, the Council runs a Winter Wellbeing programme to help people stay warm, safe and well during the colder months.

Anyone with underlying health issues and who is worried about their home being cold or damp can get in touch with Community Energy Plus (CEP). CEP can arrange home visits and give advice on heating and insulation grants, reducing energy bills, combatting condensation, and other ways to create a warmer, healthier home.

Applications are also open for the Council's Warm Homes Fund to help residents from homes that have never had central heating, who are in poor health, or at risk of poor health. The fund is supported by Inclusion Cornwall, Community Energy Plus, OVO Energy and other partners.

Re-use opportunities and Let's talk traffic:

Expressions of interest for reuse items from Cornwall Council’s Household Waste and Recycling Centres

Cornwall Council has 14 Household Waste Recycling Centres (HWRCs) that residents can use to dispose of their household waste and recycling. These HWRCs are operated and managed by SUEZ Recycling and Recovery Ltd (SUEZ) on behalf of the Council’s waste disposal contractor.

The Council is undertaking a review of the services provided at HWRCs and in particular how it can change and enhance them to support the goals of the Council’s Resources and Waste Strategy (2018). One of the strategy’s goals is to support sustainable use of materials and management of waste by increasing reuse and recycling. A recent review of HWRC services has identified an opportunity to increase reuse opportunities at HWRCs. A successful pilot partnership is in place at St Austell HWRC, the learning from which demonstrates the further opportunities to effectively reuse materials by partnering with additional voluntary, community and social enterprise organisations at other sites.

Appropriate, selected organisations would be able to specify which of the participating HWRCs they would like to collect materials from and the types of materials and items they would like to take to their reuse facility for refurbishment/resale. SUEZ will receive these preferred streams at HWRC sites and place them in containers - or at some sites in a covered storage area - for subsequent collection by the partner organisations.

Organisations would have the opportunity to register interest in collecting items from one, several or all of the participating HWRC sites.

As part of this soft market test, we are inviting expressions of interest from organisations of all sizes, whether you operate from a single location or from various locations across Cornwall.

Let's Talk Transport

Cornwall Council has refreshed Cornwall's Transport Plan and wants to know what local councils and people in your area think about it.

Since the plan was first published in 2011 some big changes have happened to our society, such as the COVID-19 pandemic and the recognition that we face a climate change crisis. These and other factors will affect how people travel and goods are moved. The Council has updated the Transport Plan taking into account these changes, so that transport is well planned for the next decade.

Now the Council wants to know whether people think the plan is ambitious enough to deliver its vision:

Transport in Cornwall will strive to be excellent and carbon neutral. Our transport system will connect people, communities, businesses and services in a way that enhances quality of life, is reliable, efficient, safe, healthy and inclusive. People will choose to travel in ways that will have a low impact upon the environment and other people.

Free parking in Cornwall Council car parks on Saturday 4 December 2021

This year in the run up to the festive season, Cornwall Council is offering free parking in Cornwall Council car parks, and on the Truro Park and Ride, on Small Business Saturday which this year falls on Saturday 4 December 2021.

In previous years, the Council has been able to offer town and parish councils the option of choosing an alternative free parking day or enabled them to subsidise additional free parking days. Unfortunately, we are not able to do that this year due to the resources required to take payment machines out of service and back into service multiple times.

All Cornwall Council car parks are clearly branded, and we'll be promoting the free parking day on social media as well as displaying posters about the parking offer at charging points on the day when parking is free.

Leisure centre consultation

Residents, community groups and organisations can have their say about how leisure services should be provided in Cornwall Council's consultation launched this week.

GLL manages 13 leisure centres on behalf of Cornwall Council, but closures during lockdown periods and reduced visitor numbers have had a significant impact on its income over the last 18 months, creating losses of approximately £4.5m.

GLL has asked the Council to allow it to stop operating the leisure centres in Wadebridge, Launceston, Saltash and Falmouth, and the hydrotherapy pool in St Austell Leisure Centre – or, alternatively to subsidise the operation of these facilities.

Supporting residents through COVID-19 has already hit Cornwall Council's finances hard. The Council does not have a budget for subsidising GLL operations or for operating any centres directly.

As part of the consultation process Cornwall Council is inviting local groups and organisations with ideas about viable solutions or alternatives to come forward and work alongside the Council and GLL. However, if no solution or alternative is found, these facilities would close.

Let's Talk Homes

Cornwall Council is starting to review the current Housing Strategy for Cornwall, a strategic partnership document describing priorities for homes over the next five years and beyond.

Residents, stakeholders, organisations and anyone interested in housing can share their views on Cornwall's main housing challenges and what the priorities should be moving forwards in a survey on the Let's Talk Homes web page. The survey closes at 5pm on Monday 8 November 2021.

The responses will be used to help prepare a draft strategy that will be formally consulted on this winter, with the final strategy expected to be approved by the Council in April 2022.

Healthwatch Cornwall is asking residents in Cornwall and the Isles of Scilly to share their experience of NHS waiting times as part of a national survey. Many people have had their treatment delayed by the pandemic – are you one of them? Healthwatch Cornwall want to know if you're getting the advice, information and support you need while you wait.

Please tell people in your area about Cornwall Council's A-Z of recycling, which explains exactly what you can recycle from your home and which container it goes in. There are entries ranging from aerosols to yogurt pots, and everything in between.

Morwenstow Playpark Refurbishment

              New Equipment for Morwenstow Playpark


Morwenstow Parish Council is pleased to announce that Phase 1 of the upgrade to the play equipment at the playpark is now complete.

The old quad swing set has been removed and replaced with a new quad swing set comprising of 2 very popular cradle seat swings and 2 traditional flat seat swings. A new addition to the swing area is a separate birds nest swing.

The old monkey climbing bars and the see-saw have also been removed. They have been replaced with a fantastic junior assault course which comprises of a vaulting gate, assault net, drop rope traverse and galvanised steel swinging steps.

The old surface under the pieces has been removed and a new ground support mesh covered with grass matting and high quality turf has been laid.

The Parish Council's own reserves are very limited and far from sufficient to cover this level of expenditure, despite it clearly being necessary. The playpark is a hub of the community, where children and young families meet and support each other, especially during these challenging times.

Morwenstow Parish Council would like to thank Viridor Credits Environmental Company and The East Youlstone Community Benefit Fund for their generous grants and the local residents that have supported them in any way to make this project such a success. Without the grants and local support this transformation to this popular and well used playpark would not have been possible.

Jonathan Hobbs, Chairman of the Parish Council said 'I am delighted that the Parish Council, with financial help from Viridor, the East Youlstone Community Benefit Fund and local business people, has been able to provide new equipment for the youngsters of the Parish to enjoy. The playpark is such a vital part of our community. Thanks are also due to the Councillors and local residents for their support. This has been the first stage of the refurbishment programme and we hope to be able to go ahead with the next phase of the project very soon'.
